Heating is Not a Luxury

I live in the southern part of the country, however i mean, I am certainly far south. In our opinion, a solid, reliable heating and cooling system is not a luxury. I have recently discovered that there are some municipalities that will allow you to build a public building that does not include plane for a heating and cooling system. I find this incredible and shocking! In our city, you cannot build a building that does not include an reasonable Heating, Ventilation & A/C system; Trying to do so would be against all the building codes. I think about this rule because I was involved in a charitable effort to build a new homeless shelter in our town. The old shelter was terrible. The Heating, Ventilation & A/C system was in bad shape, it stunk in there, the home office had roaches, and so on. The employer of the shelter was not a wonderful employer and did not spend his money wisely. In fact, he refused to purchase a new a/c and furnace despite the fact that the town was mandating he do so! Soon after, the shelter was closed, the employer was fired, and a new shelter was built in another part of town. That is when I got involved, however both of us attempted to open up some of the dorms without an Heating, Ventilation & A/C system, figuring that the people were currently living outside – blatantly without furnaces or cooling system – and getting the people some shelter was more important than ensuring the Heating, Ventilation & A/C system was up and running before opening. Both of us abruptly l acquired, however, that the town codes do not consider Heating, Ventilation & A/C a luxury. There must be operational Heating, Ventilation & A/C in every public building or it can’t open.
